What Is the APS Certificate and How Does the DigiLocker Fast Track Work?
The biggest change for Indian students in 2025-26 is the DigiLocker integration with the APS (Akademische Prüfstelle). What used to take 4-6 months now takes 3-4 weeks if your documents are on DigiLocker.
What APS Verifies
APS India (Akademische Prüfstelle) verifies that your Indian academic credentials - Class 10, Class 12, and bachelor's degree - are genuine and equivalent to German academic standards. Without an APS certificate, German universities will not process your application.
How the DigiLocker Fast Track Works
- Link your DigiLocker account during the APS application - this allows APS to verify documents directly against government databases
- Verification happens digitally in 3-4 weeks instead of requiring physical document mailing
- A 20-minute video interview is still required for some STEM students in 2026
- Cost: ~€200 (approximately ₹18,000)

Are German Universities Really Free for Indian Students in 2026?
TUM Munich announcing fees made global headlines. But this applies only to Bavaria - one state out of 16. Fourteen German states, including those home to RWTH Aachen, TU Berlin, TU Dresden, and TU Darmstadt, remain completely tuition-free.
The Real Picture by State
- 14 states (incl. NRW, Berlin, Saxony, Hesse): €0 tuition + semester contribution €150-400 only
- Baden-Württemberg (KIT, Stuttgart, Heidelberg): €1,500/semester since 2017
- Bavaria (TUM, LMU): New fees of €2,000-6,000/semester from 2026
Even with Bavarian fees, Germany's most expensive option (~₹17-18 lakh/year total) is still roughly half the cost of a UK or Australian degree. For free-state universities, total annual cost including living is ₹11-12 lakh - extraordinary value.

How Do Indian Students Apply for a Germany Student Visa in 2026?
The German visa process for Indian students changed significantly in 2025. You can no longer just walk in to VFS. You must complete the Consular Services Portal (CSP) digital pre-screening first.
The New Process
- Step 1 - CSP (Digital): Upload all documents online, get pre-screened, receive approval to book VFS appointment (takes 2-4 weeks)
- Step 2 - VFS (In-person): Submit biometrics, hand over passport, wait 4-8 weeks for decision
Critical 2026 Warning
Remonstration (the informal visa appeal option) has been abolished. A rejection now means starting over with a new application or filing an expensive formal legal challenge. Getting your documents right the first time is critical.

What Is a German Blocked Account and How Much Do You Need?
Before the German consulate will process your student visa, you must show a blocked account (Sperrkonto) with exactly €11,904 deposited. This confirms you have living funds for your first year.
Expatrio vs Fintiba
The two most popular providers for Indian students are Expatrio (lower one-time fee, Deutsche Bank partner) and Fintiba (slightly faster processing, SolarisBank). Both are equally accepted by all German consulates. Once in Germany, you withdraw €992/month automatically.
How to Transfer from India
Use your Indian bank's international wire transfer in EUR (not INR). LRS (Liberalised Remittance Scheme) covers education transfers up to $250,000/year. Allow 3-5 business days for the transfer to arrive before your visa application deadline.

Frequently Asked Questions
Is Germany still free for Indian students in 2026?
Yes, 14 of 16 German states still charge zero tuition. Only Bavaria and Baden-Württemberg charge fees. All other states charge only a semester contribution (€150-400) covering transport and admin, not tuition. RWTH Aachen, TU Berlin, TU Dresden, and dozens of other excellent universities remain fully tuition-free.
How long does APS take with DigiLocker in 2026?
With the DigiLocker fast track, APS verification now typically takes 3-4 weeks. Without DigiLocker (physical document submission), it can still take 4-6 months. Ensure your Class 10, Class 12, and all semester marksheets are uploaded to DigiLocker before starting your APS application.
What is the Consular Services Portal and is it mandatory?
The Consular Services Portal (CSP) is Germany's new mandatory digital pre-screening system. You must create an account, fill the application form, upload all documents, and receive CSP approval before VFS will allow you to book a biometrics appointment. This 2-step process replaced the old single-step VFS appointment system.
What happens if my Germany student visa is rejected in 2026?
Remonstration (the informal visa appeal process) was abolished in 2026. A rejection means you must either file an expensive formal court challenge or start a new application from scratch. This makes document preparation critical. Do not submit incomplete or inconsistent applications.
Can I work while studying in Germany?
Yes. International students in Germany can work 240 full days or 480 half-days per year (roughly 20 hours/week during term time). The Werkstudent (working student) system is well-established. Many Indian students earn €1,500-2,500/month in Werkstudent roles in engineering, IT, and business.
