⚠ 2026 Critical Update: Remonstration Abolished

The remonstration process — where you could request an internal review of a visa rejection — was formally abolished in 2026. Rejected applications are now final. You must reapply from scratch with corrected documents, or pursue a court appeal (expensive, slow). This makes first-attempt accuracy critical. Read this guide in full before submitting anything.

Key Takeaways

  • Germany student visa is a 2-phase process: CSP digital pre-screening → VFS biometrics appointment
  • You cannot book VFS without completing CSP Phase 1 and receiving an invitation code
  • CSP wait time: 4–12 weeks. Total visa timeline: 3–5 months. Apply immediately after admission letter.
  • Blocked account of €11,904 must be open before your VFS appointment
  • Remonstration abolished in 2026 — rejections are final, no internal review option
  • VFS centres in India: Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Ahmedabad, Pune

The 2-Phase Germany Visa Process

India is in a special category for German visa processing. Unlike many countries where you walk into a consulate, Indian applicants must first complete a mandatory digital pre-screening through the Consular Services Portal (CSP) operated by the German Embassy. Only after CSP approval can you book a biometrics appointment at VFS Global.

Phase 1

CSP Digital Pre-Screening

  • Register on visa.diplo.de
  • Upload all documents digitally
  • Wait 4–12 weeks for review
  • Receive invitation code by email
  • No biometrics yet
Phase 2

VFS Biometrics Appointment

  • Book VFS with your CSP invitation code
  • Submit original documents in person
  • Fingerprints + photo taken
  • Pay visa fee (€75)
  • Wait 6–12 weeks for decision

Step-by-Step: Phase 1 — CSP Pre-Screening

1

Get your Zulassung (university admission letter)

You need a formal unconditional admission (Zulassung) from a German university — not a conditional offer. For TU9/public universities, most decisions arrive January–March for a winter semester and May–July for a summer semester. Don't start CSP without this document.

2

Register on the CSP portal (visa.diplo.de)

Go to visa.diplo.de → select India → Student Visa (Nationales Visum). Create an account with your passport email. The form asks for: personal details, intended university, programme name, start date, duration of study, and financial details. Fill in exact values from your admission letter.

3

Upload all required documents

See the full checklist below. Upload in PDF format, file size under 2MB each. Scans must be legible — blurry scans are a common reason for rejection. Name files clearly (e.g., "Passport_Front.pdf", "Blocked_Account_Certificate.pdf"). Do not password-protect PDFs.

4

Submit and wait for the CSP review

After submission you receive an auto-acknowledgement email. A consulate officer then reviews your application within 4–12 weeks. You may receive queries via email — respond within 5 business days to avoid your slot lapsing. Track the portal regularly.

5

Receive your CSP invitation code

If pre-screening passes, you receive an email with a unique invitation code and a deadline to book your VFS appointment (usually 30 days). Do not delay — codes expire. If your application needs corrections, CSP will tell you what to resubmit.

Step-by-Step: Phase 2 — VFS Biometrics Appointment

6

Book your VFS appointment

Go to vfsglobal.com/Germany/India. Enter your CSP invitation code to unlock appointment slots. Choose the nearest VFS centre from 8 cities. Slots fill within hours — book as soon as you receive your code. Morning slots on weekdays are easiest to get.

7

Prepare originals + one copy of every document

Bring originals and one photocopy of each document on the checklist. Organise in the order listed. Do not fold originals. Put your name and "Germany Student Visa" on a cover sheet. VFS will retain copies and return originals after the appointment.

8

Attend VFS in person — fingerprints and photo

Arrive 15 minutes early. The appointment takes 20–40 minutes. Staff check your documents, take your biometrics (all 10 fingerprints + photograph), and process the €75 visa fee (cash or card accepted at most centres). You receive a receipt and a tracking number.

9

Wait for consulate decision (6–12 weeks)

VFS forwards your file to the nearest German consulate (Delhi, Mumbai, or Chennai). Processing takes 6–12 weeks, up to 16 weeks June–August. Track status on the VFS portal. You may be called for a consulate interview — this is rare for student visas but more common for courses with dual-use potential (defence, nuclear).

10

Collect your visa from VFS

Once approved, VFS sends an SMS. Collect your passport with the national visa (Nationales Visum, Type D) pasted inside. Verify: your name spelling, date of birth, start date, and "Zweck: Studium" (purpose: study) are all correct. Report errors immediately — they must be fixed before travel.

Complete Documents Checklist

Prepare these before starting CSP registration. Phase 1 (CSP) requires digital PDF uploads; Phase 2 (VFS) requires originals + one copy.

Identity & Travel Documents

Valid passport (min. 12 months validity after intended stay) All pages scan — include blank pages. If renewed, include old passport too.
2 recent passport-size photographs White background, 35×45mm, taken within last 6 months. Biometric standard.
Completed visa application form (Antrag auf Erteilung eines Visums) Download from the German embassy India website. Must be printed and signed by hand.

Admission & Academic Documents

University admission letter (Zulassung) — UNCONDITIONAL Must state course name, start date, and duration. Conditional offers (pending APS) are not accepted.
APS certificate Mandatory for Indian students. DigiLocker fast-track (3–4 weeks) or standard process (4–6 months). No exceptions.
Academic transcripts and degree certificates All semesters. If in regional language, include notarised English translation.
German language proficiency certificate (if programme is in German) TestDaF (TDN 4+) or DSH-2/DSH-3. B2 minimum for German-taught programmes.
English language proficiency certificate (if programme is in English) IELTS 6.5+ or TOEFL 90+. Not required if your Bachelor's was in English medium (submit English medium certificate instead).
Motivation letter / Statement of purpose Explain why Germany, why this programme, your academic background, and career plans after graduation.

Financial Documents

Blocked account certificate (€11,904 minimum) From Expatrio or Fintiba. Must be opened before VFS appointment. Account number and balance confirmation required.
Scholarship award letter (if applicable) DAAD, university scholarship, or state scholarship. Must specify monthly stipend amount and duration.
Sponsor declaration (Verpflichtungserklärung) — if sponsored by a person in Germany Must be notarised in Germany. Rare for students — blocked account is the standard route.
Education loan sanction letter (if applicable) Supplementary evidence. Accepted from RBI-registered banks. Does not replace the blocked account.

Health & Accommodation

Travel health insurance (minimum €30,000 cover, valid from arrival date) Required for the visa application period. After arrival, you'll enroll in German statutory health insurance (AOK, TK, Barmer) — that replaces this.
Accommodation booking confirmation (if available) Studentenwerk (student housing) confirmation preferred. If not yet allocated, a hotel booking for first 2 weeks is acceptable.

Financial Proof — Your Options

Proof Type Required Amount Accepted? Notes
Blocked account (Sperrkonto) €11,904 (full year) ✓ Primary Expatrio or Fintiba — most common route
DAAD scholarship letter Full coverage ✓ Primary Replaces blocked account entirely
University scholarship Full coverage ✓ Primary Stipend must cover living expenses (€934/month)
German resident sponsor (Verpflichtungserklärung) Full commitment △ Case-by-case Sponsor must prove financial capacity; rare for students
Education loan sanction letter Any amount △ Supplementary Cannot replace blocked account — use alongside it
Parent bank statements alone Any amount ✗ Not accepted Indian savings accounts are not accepted as primary proof

Blocked account in practice: €11,904 = 12 × €992 (updated January 2024). You deposit this lump sum; it's then "blocked" and released at €992/month after you arrive in Germany. Think of it as a regulated savings account that proves you have enough to live for one year. See our Expatrio vs Fintiba comparison guide for how to open one.

Realistic Timeline — September 2026 Intake

Now – March 2026

Start APS DigiLocker process immediately if not done. Upload documents to APS portal within days of receiving final Class 12 / Bachelor's marks. Target APS certificate by late March.

February – April 2026

Apply to German universities via Uni-Assist or direct portals. Admission decisions for WS 2026/27 typically arrive April–June. Begin blocked account opening (Expatrio/Fintiba) — process takes 2–4 weeks.

April – May 2026

As soon as you receive your admission letter: Register on CSP portal and upload all documents. This is your most time-sensitive action — every week of delay pushes your entire visa timeline back.

May – July 2026

CSP review in progress (4–12 weeks). Continue preparing: arrange travel health insurance, write SOP if you haven't, get accommodation. Respond to any CSP queries within 5 days.

June – July 2026

Receive CSP invitation code. Book VFS appointment immediately — slots go within hours. Appointment typically available within 1–2 weeks of booking.

July 2026

VFS biometrics appointment. Submit all original documents. Pay €75 visa fee. Receive VFS receipt and tracking number.

August – September 2026

Consulate processes your application (6–12 weeks, but peak season may stretch to 12–16 weeks). Visa approval typically arrives August–September for an October semester start.

September – October 2026

Collect visa, book flights, arrange airport pickup. Arrive in Germany. First week: register at Einwohnermeldeamt (residents' office), open bank account, enroll in statutory health insurance, get your Matrikelkarte from university.

⚠ Remonstration Is Gone — Zero Margin for Error

Before 2026, a rejected applicant could file a "remonstration" — a written request asking the consulate to reconsider internally. This has been abolished. A rejection now means you must reapply from scratch (new CSP registration, new VFS appointment, new fees) or file a case in German administrative courts. That process takes years and costs lakhs. Apply perfectly the first time.

Within 90 days of arrival, you must convert it to a residence permit (Aufenthaltserlaubnis) at your local Ausländerbehörde (foreigners' authority). Bring: passport, visa, APS certificate, enrolment confirmation from university, proof of health insurance, and your Anmeldung (registration certificate from the Einwohnermeldeamt).
